Waymo's fleet of all-electric Jaguar I-PACE robotaxis now operates across 25 U.S. metropolitan areas, completing over 2 million paid rides per week — a tenfold increase from the beginning of 2025. Cruise, recovering from its well-documented safety incident in San Francisco, has restarted operations in eight cities with a redesigned safety architecture and a new generation of its Origin purpose-built vehicle. And Amazon's Zoox, the most ambitious of the purpose-built robotaxi designs, received its federal motor vehicle safety certification in May and has begun limited public deployments in Las Vegas and Seattle.

The regulatory landscape, long characterized by a patchwork of state-level rules, is finally coalescing around federal standards. The bipartisan AV START 2.0 Act, introduced in the Senate in March 2026, establishes a national framework for autonomous vehicle safety certification, data sharing, and liability — preempting the state-by-state approach that the industry has argued creates unsustainable compliance costs and limits scalability.

The legislation represents a compromise between safety advocates, who pushed for stringent performance benchmarks and mandatory public reporting of all incidents, and the AV industry, which sought regulatory certainty and federal preemption of stricter state rules. The framework requires manufacturers to demonstrate safety equivalence — proving that their vehicles are at least as safe as the average human driver across a comprehensive battery of real-world and simulated scenarios — before receiving federal certification for commercial deployment.

The economic model for robotaxis is becoming clearer. Waymo's unit economics in mature markets like Phoenix and San Francisco show a per-mile cost of approximately $1.20, compared to roughly $2.50 for Uber and Lyft (which must pay drivers) and $3.50 for traditional taxis. At scale, with depreciation spread across more miles and hardware costs declining, Waymo's internal projections target $0.80 per mile by 2028 — a price point that would make robotaxis cheaper than personal car ownership in most urban areas.

The labor implications are significant and politically sensitive. Roughly 350,000 Americans work as taxi, ride-hail, and delivery drivers — jobs that are directly threatened by autonomous vehicle deployment. The AV START Act includes a provision for workforce transition assistance, funded by a $0.01-per-mile fee on autonomous vehicle rides, but labor unions argue that the amount is insufficient and that the transition timeline is too aggressive.

Cities are adapting their infrastructure in response. Phoenix, the most experienced robotaxi market, has installed dedicated pickup and drop-off zones at major destinations, integrated robotaxi data into its traffic management system, and revised its curb management policies to accommodate the unique needs of autonomous fleets. Other cities are watching closely, recognizing that infrastructure readiness — not just technology readiness — will determine which metros benefit most from the autonomous mobility revolution.
